GPU and CPU help

Hello guys!

Someone told me that CPU needs to be more good than the GPU or that the GPU needs to be more good than the CPU. I don't remember, can someone tell me which one is the good one? And it's true?

To quote you, ''the GPU needs to be better than the CPU''. Correctly said, you can't compare a CPU and GPU on what is better, as those are 2 different things haha.
You probably meant should you spend more money on a CPU or a GPU, where the answer is the GPU. Here is why:
Most Multiplayer games need a good CPU as well, because in Multiplayer games it's online gameplay and players move as they wish (randomly), so the movement is not set like on Singleplayer games where the developers set the enemy's and friendly guys movement.
It all depends on your CPU+GPU combo. More likely, you will need at least an AMD FX-6300/8350 or a decent i5 CPU nowadays.
If you are going to buy new parts/components, I recommend to go for the AMD CPU because they are way cheaper and you can save money for a good GPU and there is not a big difference in-game between an AMD or Intel CPU, maybe a few fps (Also depending on the game as some are better optimized for AMD, and some for Intel configurations)

And If I want to stream (an online game)?

ATM I have an Intel Core i5 4690, but I don't know what GPU should I buy (I would like an EVGA).

Well he doesn't need a BEAST of a PC now to be able to stream. It's a waste of money, because f..k 1080p HD streaming. If you were PewDiePie, then you could have been thinking of HD streaming. But since it's just streaming because you like or love it, it doesn't need to have the best PC ever to do so.
Of course, if you are willing to spend tons of money for a Intel config, it is totally up to you. But I think you could run that really smoothly with a AMD 8 core CPU (8350 and above) with a R9 290 GPU.
Since you already have an i5, I think it should still do the job. For the GPU I'd go for a Nvidia 770 or 780 / AMD R9 280 or 290
(X or non-X, the only difference is that the ones with the X are factory OC a bit, what you can still do with a basic, non-X one as well)

So yeah, take a bit time and think about it and what do you actually want with it. As I said, you will need lots of money to upgrade both your CPU and GPU together... If you are willing to pay that amount of money, then go for it, but still if I had the money and wanted to stream games, I'd go for an AMD config, it would do the same thing as the Intel one with A LOT less money.

Maybe the best thing you could do is get a new (EVGA or Gigabyte) GPU and keep the i5 you already have there.

FireDragon, I understand that you like AMD CPUs but these are more for overclocking, but very good too if you don't have enough money. So because I have enough money for a good Intel CPU (around 300$) I would like to buy one, so that's why I buy Intel Core i5 4690. I would like you to recommend me if you want, a good GPU (under 360$) from nVidia GTX 700 series (EVGA if possible, because I know that EVGA and nVidia are "friends").
