The computer shuts down while installing Windows XP Professional

I've got this build from around 2007 that had a damaged hard drive so I dumped it for quite a long time. Now I've decided to power it up so a friend of mine gave me an used IDE hard drive and as soon as I connected it and powered on the computer, the hard drive began smoking and that lead to instant death.

Later, I got another old IDE 30GB hard drive that I connected and it managed to start up just fine. However, when attempting to install Windows XP the computer completely powers off. The setup managed to copy the files and when it rebooted and took me to the screen where I need to wait 39 minutes for it to complete, it shuts off. Basically before I get the option to choose a time zone and language the computer just shuts down (I don't even get to see the window popup).

Also the last repair that was done to the computer prior to the hard drive failure was replacing a faulty RAM stick so I am guessing the RAM is out of the question here. What else could be the cause of this? My suspicion is tha the PSU could be the culprit here. It fried the previous hard drive and the computer is now shutting down.

Tried unplugging and then replugging but it's still the same. Then after another shut down I decided to quickly visit the BIOS PC health information and noticed that the CPU's temperature was 72C and the CPU is an AMD Athlon x2 64 5000+

So it turns out this was being caused by just heat (I hope). I took off the heatsink, applied thermal paste (I used the pea-size method) because it pretty much had nothing and surprisingly it still overheats and yes, I'm pretty sure I've set the heatsink to stay fit and tight. Also the fan seems to be running on max RPM so it can't be because of a faulty fan. Now this is weird.
