I recently finished building a new pc that Im going to use for gaming. When I had my pc out in the open (living room) doing light task such as opening a few chrome tabs and watching a few videos the cpu tempatures never went above 40C. After I moved my pc to my bed room under my desk the tempature has risen to 47-50C. Should I invest in a cpu cooler becasue, I plan on getting a r9 285?

What is your case and how many case fans do you have?

The fans should be sufficient. Check if your CPU and case fans are working properly.

Yes, two 140mm fans should be enough. As for the CPU the stock fan is enough. As I said, you might want to check if it's spinning too slow. And if that's not the issue, try reinstalling the cooler with new thermal paste.

No, don't scrape it off, clean it off with 90% or above alcohol on a micro fiber cloth or coffee filter.
Also, what are your gaming temps? If they're not over 75C, there's no reason to do anything.
