PC obnoxiously slow

Well, this PC was normally fine like a year or two ago, but it became extremely slow, it can handle some games, but most just lag out on low settings. I used to play Max payne 3 high settings 50+ FPS, now it can barely run 23 FPS on low settings. I could also play BF4 normal settings 60 FPS and all, but now, it barely keeps it alive on 20 FPS. Specs: Windows 7, Intel core i5 CPU 750 2.67GHz, 8.0GB of RAM, AMD Radeon HD 5800 Series. I asked some friends, they told me I could blow off the dust on it, some even asked if it was overheating, which it wasn't, the Case itself feels cold to the touch when I touch it, so overheating is out of the question, I thought about blowing the dust off with a can of compressed air, I scanned several times my PC for any viruses with various anti virus, and nothing came up, I used CCleaner to clean up my PC, but still can't speed up. And I also want to say that all my games are stored on a Drive over than :C. So that may cause problems, but I always installed games on that drive, so It can't be damaged or anything. I have an other PC which has lower specs than this one, but it still runs better than this one. I was thinking if I could replace the Hardware from my other PC to see if this is a Software problem or a hardware problem. Sorry for the wall of text, but I really want to play lag free again like the old days.

I want to discard heat on CPU, download that, install it, open it, then play something, when it starts slowing down check the window and take a screenshot of the temperatures

My problem when i started lagging was dust on the Heatsink of the CPU which i had to clean with a cotton stick (or whatever they are called xd) blowing it off doesn't quite work on that part, as i said i want to discard temps before i try to guess if you have old/faulty parts, waiting on your input

I think CoreTemp is more user friendly....(i didn't quite understand HW monitor) i'll wait on OP's input :p

And neither of the drives are nowhere near full, one has 100 gb of memory, which has 30 gb's used up, the other one has over 600 GB's and not even half is used up.

an odd little utility that actually works........... SlimDrivers - Free......... get it from somewhere that doesn't force you to install any software.... maybe major geeks or filehippo?? will find drivers to perk up some machines.

anyways........ the heat thing. best place to start. cleaning up the heatsinks and fans....... also removing same and reapplying thermal paste anew. this goes for the cpu and gpu.

malware scans........... maybe tons of cookies and adware.

perhaps the sata port is a little funky. have you tried another or tried another sata cable by any chance? some boards have a couple of different chips on them. sometimes hardware works better on one brand than another.

maybe a trip to windows updates is in order? multiple visits/reboot, etc.
