PC not turning on anymore. PS/Mobo?

Hello, I am at a loss on what my next move should be to solve my power problem.

I have a Corsair RM750 PS, and an ASRock Z87 Extreme 4 motherboard. My computer shut off a previous night as a thunderstorm rolled through (I unfortunately wasn't aware of it.) My house had zero flickering whatsoever.
I have no indication from my Surge Protector that it was actually zapped. Both of my monitors work fine.
I did the paperclip test, and was able to get a case fan running with the PS, but the PS fan during that test wasn't running. I was also able to have the HDD run as well with that test.
I'm not getting any power into the Motherboard it seems. So I do not know how to test the CPU and GPU, and none of the fans plugged into the MOBO turn on.

Is it as simple as my Motherboard has either been zapped or just gone kaput coincidentally? I'm not sure if it's possible my PS is still the issue, or if it's definitely a MOBO problem and I should do an RMA for it or call my insurance if I'm even able to do those things.

If that is the reason, am I able to RMA it? If not, what options do I have?
