Framerate Changes with every Boot-up FIXED

I built a new system about 6 weeks ago and have had this nagging problem ever since.

Coolermaster HAF 912 Case
Asus Z97-A Motherboard
Intel Core i5 @ 3.5 GHZ
Corsair CS Modular 80 650W Power Supply
GSkill RipJaws DDR3 - 1600 2X4GB Memory
Asus GTX 660 2 GB GPU
WD Caviar Black 1TB Hard Drive
Asus VE278Q Monitor
Win7 Home Premium Edition

I run iRacing and my fps on a cold boot is low. I test it by going to the same track in a test session and sitting in the car on pit road. The first boot gives me about 80 - 100 fps. If I restart the computer, and do the identical test I may get 160 - 170 fps. If I keep doing restarts, I will end up at a solid 288 - 290 fps. I have done everything I can think of, updated the bios, changed GPU drivers, used Core Temp and GPU-Z to look at temps and loads which are all within specs. Everything is running at the standard clock. I don't know if I am looking at hardware or software problem. My next step will probably be a GPU upgrade which I may not even need. I am out of ideas.

I replaced the GTX 660 with an MSI GTX 770 OC and the problem is gone. I have never seen a GPU go bad like that before.
