I have an option of getting a 7990 or a r9 290x?

I am able to get a 7990 for $500 or I could get a r9 290x. I have a gtx 770. My board only has 16x x4 crossfire support so I thought the 7990 was like 2 r9 290s. So the 7990 is my best option?

The 7990 is similar to two (slightly underclocked) 280x's. But it also has serious heat problems, noise, and some stuttering caused by the crossfire (although that last part has been mainly fixed, I believe).

In termos of performance, the 7990 would be better, but it also has other issues.
It's up to you, you wont regret either choice.

I have insane airflow in my case though, that takes care of my thermals atleast. Would a 600 watt psu do?
 
I don't think that's enough, I don't believe that PSU can handle it.

I see that the recommendation is 850W, being a high quality 750W the minimum acceptable.

That also depends a bit on the rest of your system. What CPU do you have? Is it overclocked?

An i5 4570. 8gb of ram, msi b85 g41 motherboard.

I actually agree, that 7990 will have a GREAT performance. It would be better than 290x and 780ti, and you can get it for cheaper than any of those cards. You will have tu upgrade your PSU (get a 850W maybe, that would give you a long lasting PSU for future upgrades) and you're done.
Good luck with your choice, you will have no reason to regret any option :D
