New to the gaming pc world, was wondering if a HP pavilon with an intel i3 4130 3.4 ghz, 8 gb of ram, 1tb hardrive, a AMD Radeon R9 270x could play modern games on high to ultra setting and still could get good fps

depends on the game. high should be manageable for most stuff... medium occasionally. ultra some of the time.

Not max settings, HIGH settings. Even Crysis 3 gets 60fps at high (Note that FRAPS reduces frame rates by like 10%, so 53 is a lot closer to 60)
