New Build, GPU not recognized

XFX R9 280x GPU
Rosewill 750w PSU
Win 7.0

It currently is not recognizing my R9 280x under Device Manager(under Display Adaptors, correct?), and there is no output when I connect my monitor(I tried all connections). Right now I have to use my MOBOs onboard GPU and have my monitor connected to that.

When I first start the computer up, there is a red light that quickly goes away under my GPU. GPU fans work. I have re-seated the GPU.

I was told to go into BIOS and reset back to default. Well, I went into BIOS but there is nothing that says go back to default settings EXCPET when you exit, it talks about ''LOAD UEFI DEFAULTS". I have done this but no success in getting GPU to be recognized.

It came with a CD for the drivers but it won't install. I select to run it but then the pop up just disappears. I go to XFX's website and it says it can't find my hardware so it is not recognizing my R9 280x either.

What is my next step? Did I do the BIOS thing right? Sorry, first build.

Device Manager should at least recognise it with or without drivers.

Do you get a post error (from internal speaker)?

The red light is just to indicate whether you have power to the gpu.

Double check - locked into pcie slot nearest cpu. Power supply connectors fully on.

Downloaded and installed, still not recognizing GPU. I don't know what you mean when you say Raptr.

Only thing in Device Manager is my onboard MOBO GPU

I don't hear any sounds when starting up, no internal speaker that I'm aware of.

Locked into nearest pcie slot to CPU, connectors connected.

ASRock has this thing called F-stream, basically shows a pic of the motherboard on screen and shows what it it thinks is attached. When I move cursor over PCIe slots, both, it says nothing is there. I will try the other slot.

I'm currently updating my BIOS as it was still using old version after using install CD. Going to bed, will post tomorrow, thanks.

OK, it's getting worse now.

I switched PCIe slots, now the monitor is not even displaying anything. GPU fans run but I didn't get a red light like I did on the first slot. I have 4 chassis fans, 2 work, 1 has the LEDs on but not turning, the other does not turn on LED or turn.

I switch it back to original slot and now it doesn't give me a monitor display using the MOBO or GPU, same chassis fan problems, etc.

Is my MOBO bad? I rechecked all connections but jesus, even the fan won't work... it's like one connection. I'm getting frustrated as this problem is just getting worse the more I mess with it and spending hours upon hours a day trying to get this new PC build up is frustrating.

Any help before I take it some place?
