When I power on, the LED on my motherboard lights up fans start spinning. No beeps, no graphical output, nothing. I've been the no POST checklist, tested everything and I think the issue might be that my ASUS H81M-E needs a BIOS update for use with an i5-4460. I have 3 questions - Firstly, do you think my diagnosis is correct, secondly, is there any way at all to flash the new bios without the cpu, and thirdly, is there a risk of damage to the cpu if the system doesn't recognise it's there?

Solution
Hey Owen Hewit, I assume that you are right with your diagnostics. If you go on the site of the MBO, you'll see that it says that you need to flash/update BIOS in order to have an Intel i5-4460.
To flash your BIOS, I am afraid that you will need another CPU what will run good on the MBO. Borrow your friends CPU and put it on your MBO, turn on your PC, flash the BIOS and after you do so, your i5-4460 will be ready to use and won't make any problems.
I am not sure that there is any other way of flashing your BIOS than this, because you have to run your PC so you can make any changes in your BIOS.
To answer your 3rd question, I think there isn't any risk of damaging your CPU, but still don't risk it as you never know.

Hope I helped...

Hope I helped, after you try doing that let me know if it worked :)
