Reboot and select proper boot device on a blank hard drive

So I replaced my old 80GB hard drive on my laptop with a brand new 500GB one. Then I turned it on and I got this message, so I inserted my Windows 7 disk, rebooted, went into bios and set boot priority to the dvd drive and yet I got the same message once again. What am I doing wrong?

well either your dvd rom can't read the windows 7 install disk. try to borrow someone else install disk...but remember to use your own cdkey.
