SSD says 66gb out of 111gb free. But files inside says only 28gb had been consumed. Where did the other 17gb go?

It's likely a combination of page file and hibernation file taking (both of which are hidden in explorer and won't be counted when you add up your fies)

This tool can tell you exactly what is taking up space:

Hidden files, system files that are not readily visible...

Use WinDirStat to help visualize where that space is. And 111GB space is the norm for a "120GB" drive.

Swapfile, Hyberfil.sys all consume drive space if you leave them enabled. Turn on hidden files/folders and protected files in folder options.

Hyberfil.sys is the hibernation cache that will load your active memory onto the drive when the computer sleeps. Swap file acts as extended memory when you consume your RAM. Many people with SSDs disable this completely.
