Screen flickering problem

I'm not to sure what screen flickering is but what it looks like on my screen is as if you took a camera and tried to record an old tv is the way my screen looks when you play games, just the little bars are a lot thinner and move faster.

I bought a benq 24in. 1080p 2ms monitor about a month ago (says flicker free in the description of it) and whenever I play games the monitor does this. I'm not to sure what causes it as it may be a problem with my graphic card and not the monitor.

I have a EVGA gtx 760 sc with a fx 8320 @ 3.5

I havn't tried using a different monitor/ tv to see if it is infact my monitor but how do you fix this problem? or is there a fix and I should just get a new monitor/ gpu

Try to enable V-sync (vertical synchronization) in games.

that actually did do somthing, the lines are still there but they are kinda stationary and dont move as much.
