Should I get a new heat sink?

So my question is should I look into getting a new heat sink/Water cooling unit? My CPU currently runs around 38c-40c idle and 65c-68c Load with a room temp of about 25c-27c. I am going off to college soon as well so I am looking to quiet up my pc as best I can. Currently I run 2 front case fans and a Push-pull configuration with the radiator in the back to cool the cpu and exhaust air. I used to have a push pull bringing in air from outside the case but with no exhaust things heated up much more. I have tried replacing the thermal compound with arctic silver 5 and I used the dot method but it hasn't made much difference. The heat sink I've been looking at is the Noctua nh-u14s due to its quiet capabilities, overall quality, and great performance for an air cooler. So what do you think? Would you recommend a new heat sink? If so which one? And are my temperatures okay or too high?

Would it really not make much of a difference? I mean as far as I've been able to tell my h60, while not the best cooler, should be putting my cpu a lot cooler than 40c idle. So I would think that since my h60 is obviously not performing at a normal level (or at least I don't think it is) that an upgrade to something that is at least working properly would be a big difference. At least bring the idles down to a more reasonable 30c range seeing as my cpu isn't even overclocked.
