I have phenom ii x4 960t black edition since 2 years and outed been going great with such cooler @3.7ghz . but when I play games such as watch dogs and battlefield , etc I hear a loud noise (checked temp to be 43 around while gaming from HW software) from CPU area so I was thinking of getting CPU cooker.

Is it going to be better in terms of nose reduction while heavy gaming ?

I am planning to get cooler master tx3 evo to get it around @4.2 ghz.

Also , am curious about if over clocking makes any performance improvement ?? Answer this.

I have HAF 912 COMBAT CAbinet. Sorry for poor English

i own a phenom ii x4 970 and i own the 212 evo and can run stable @4.2 with 4-5*c to spare on max heat under full load (prime 95 for 12 hours) dual fan push-pull set up. works beautiful. for $30 this cooler it won't let you down unless you get stupid with the clocks. like @4.5 which would be golden chip status. lol.

and yes, overclocking has a nice bump in performance. usually increasing benchmarks noticeably. and helps with gaming performance "roadblocks".
