GPU works in one PC but does not work in another

I'm asking on behalf of a friend who I helped to build a PC for today. We built it and started it up with no problem, the Motherboard light signalled it was fine and being powered, fans spun, CPU worked etc. But when we tried his GPU (XFX R7 260X) it would not start at all. Unfortunately his motherboard, an Asus M5A97 R 2.0 has no onboard video output so we couldn't have a look at the BIOS or anything.

We decided to try it in another friend's PC who's running a Z87 motherboard with an i5 and it worked fine. So what could the problem be? I doubt it's the motherboard's PCI-E lanes as the card is failing to start at all, we believe it may be the power supply and I'm planning on testing my PSU in his system tomorrow to see if that may be it. Might there be anything else that could possibly be the problem?

4GB of Corsair Vengeance 1600Mhz RAM
 

Can you borrow a different card to try in this rig?

I plan to try my own in it if nothing comes of the PSU. I'm just wondering if perhaps anything I've said would be symptoms of a problem?

i have the same system expect i use a sapphire R7 265, so i think that it may be the graphics card is not working properly in that mobo, but apart from that he should try a different card in it and if that is the problem take the appropriate actions
