Low Framerate in most games

I actually am not sure if this is the right place to post this but recently i am having a huge Problem getting decent Frames in most games even thought my setup has a lot of power and is not even using 100% on most games.

for example

APB : Reloaded , Minimum Settings - 1280x720 -- 12-20 frames
Diablo 3 , any Settings - 1920x1080 -- 10-50 frames
Battlefield 4 , any settings - 1920x1080/1280x720 -- 5-65 frames

during all of these games i have Everything Disabled which is not needed, as soon as i open a Browser window on Chrome/Firefox the systems performance is going down the drain, than in most games i don't even reach 30 FPS.

the Taskmanager is showing me that the CPU is rarely above the 80%. The graphics card isn't on 100 % either so i wonder why those game wont use 100% to eventually run Lag Free

If i combine it with spotify which i usually use when Streaming or normal gaming it goes down even further.

But now to my system :

OS : windows 8.1
CPU : AMD FX 8320
Mainboard : MSI G45 A-970
Graphics card: Gainward GTX 680 Phantom 2 GB
RAM : 16 GB G-skill DDR3 1333 Mhz
HDD : 2,75 TB combined HDD space (265 GB - 1,5 TB - 1 TB)

Drivers are all up to date and i even tried to use a Gamebooster without any changes.

can it be possible that my CPU is not working well with my GPU ? I am slowly at the end of my own Knowledge and i already tried anything.

Helpful might be that all that Occurred after i installed a Nvidia driver which caused some Artifacts to appear on games like league of legends, which Disappeared shortly after.
 
Solution
Sounds like a bad driver, if it happened after you installed one. Go into device manager, choose your graphics card, and under properties, see if there is an option to roll back driver. Try that first.

Okay it was not exactly the solution, but after the rollback which didn't helped i put my Focus on the driver and when i went into the "uninstall a Program" i saw that i could uninstall anything but not the Display driver itself, so i downloaded the DDU (Display Driver Uninstall" from Guru 3D went into the safe mode and removed all traces of the Driver.

When i Booted up and tested it with APB : reloaded i had 90 FPS.

My thought is that the previous driver did not fully removed nor installed the Display Driver.

But i marked the above as solution since it pointed me into the right direction. Thanks.
