i5 4690k overheating

I have just recently completed my first build. At first I hooked it up to the TV to make sure it was working. While I did this I had the side panel off. It was averaging 38 degrees and staying there. I turned it off, hooked up the fans in the side panels and turned it on again. The temperature instantly started increasing. The CPU voltage decreased a small bit and the stock cooler almost reached 2000rpm. I let it get to 75 degrees before turning the whole thing off. I leave it for five minutes and try again. It started at 65 degrees and just rose quickly again. Help?

Solution
The thermal paste should have already been on the CPU fan/heatsink. Yes, if it's not seated properly it could drastically affect it.
