CPU: Phenom x4 955 oc to 3.8ghz
RAM: 4gb Corsair Vengeance 1600 CL9
GPU: Sapphire r9 280x Vapor OC.
Gaming resolution: 1440 x 900

BF4 - (No vsync, Ultra) 100 - 60 fps in normal environments, THEN farking drops to 35 - 45 in more complex ones like the Beijing waterfront.

Tomb raider - (No vsync, Ultra) 101 fps on average in the benchmark test in game. 100ish in normal enviroments then fluctuates to 28-35 fps in Mountain Village and Shanty area.

What the hell is happening. hahaha.

Solution
load up msi afterburner and let it run in the background and game until these fps drops happen. then exit out and look at the msi ab's hardware monitor and see if your 280x is hitting any thermal limits, voltage limits, peaking the power target. check the core mhz graph and see if its holding a steady core clock.

^what jshoop said.

i remember correctly, for me on win7 and 1440p bf4 maxed out i have seen its process using about 2.8gb ram.... just what ive noticed sometimes hitting alt.crt.del to bring up task manager during random game drop outs to kill the process. though this is multiplayer and im not sure if resolution and different game settings affect this.

if you only have 4gb of ram, and considering windows is using at least 1gb of ram, i would imagine with the rest of the services running for bf4, your problem is likely ram
