The EVO is better than both and not very loud.

on the internet they said the corsair a70, mabye becouse the 8 mm heatpipes instead of 6mm( and also direct contact)

EVO is better , but that's your choice , telling you the truth.

Even with only 4 Direct contact pipes the EVO is the right choice.

That was somewhat true in 2011 but only at the $30 price point. The original Mugen and Mugen 2 are vastly superior and I would guess the Mugen Max is as well. I paid about $45 for my Mugen 2 making it also a budget cooler. The Mugen Max is also priced around $50.

No direct comparison to the Hyper 212 Evo but my Mugen 2 beats it by 5C or more in most testing. I have to think the Mugen Max is at least as good as my older Mugen 2.
