Loud PC and Can't Control Fan Speeds

My computer runs a lot louder than it should (I think). It is getting to the point where I want to replace my 780 TI with a 770. My brother has almost the same computer as me. The same CPU cooler (Corsair H60) same HDD and SSD, and almost everything else except for his GPU and CPU. I have a 4770k and 780 TI, and he has a 4790k and a 770. We both have the ACX cooling on our GPU's. And my computer is at least 3 times as loud as his, and it's getting annoying. I checked HWMonitor, and one of my fans is staying at 4500 RPM. I'm pretty sure this is the cause of the problem. But I can't change the fan speed with SpeedFan. By the way, it stays at 4500 while my PC is idle. Please tell me if the 4500 RPM is why it's so loud, and tell me how to fix it.
 
You do have some loud stuff in there.....

H60 has 2000 rpm fan, most of the same price air coolers which outperform it are at around 1200 rpm
The ACX coolers are also loud .... about 5 dbA louder than the MSI 780 Ti for example.

But that doesn't explain why your builds are so different.

Which fan is going at 4500 rpm ?

Assuming we are talking about a GFX Cooler Fan, have you tried controlling it via EVGA Precision or Afterburner ?
 


Well the noise generated probably is normal for acx coolers, sometimes you get really good acx coolers that are quiet, most people prefer the evga stock cooler, they think it does a better job

I'm not quite sure which fan it is. In HWMonitor it is called "FANIN0"

Edit: And I've tried changing it in Afterburner, but it didn't change any of my fan speeds.
 
Well until we know what fan it is, we kinda chasing ghosts .... could even be a false reading.

Unplug or put ya finger on the center of each fan to stop it to identify which is which

BTW, dump HW Monitor for HWiNFO64 ......

Does your MoBo have a fan utility i..e Asus FanXpert ? .... that reports fan speeds

Also Afterburner / Precision report fan speeds.

HWiNFO64 says the 4500 RPM fan is my CPU fan.
