Delayed fan start-up speed ~

Alright, this is a new one even for me.

Both of the fans sitting strapped to the H80i seem to be rather slow to spin up to their normal rate (Which is a constant max speed I might add).

Upon pressing the power switch, the fans will spin in a relatively slow fashion for about 5 seconds, at which point they will drastically increase to their normal rate.
It's not so much of a problem per-se, just a curiosity.

Both of these fans are the only ones plugged in to the mobo, every other fan is routed via 3-pin-Molex adapters at the back, all BIOS settings are set to their full-on presets.

Both fans are the Corsair SP120 Quiet's, there are 4 other fans of this variety in this system and, from what I can tell, neither of which exhibit the same trait.

My suspicion lies at the mildly 'folded' and zip-tied cables in order to gain clean cable management and keep them hidden behind the H80i radiator.
Think that could be it? Something like... delayed response due to folds in the admittedly thin wires?

Certainly has me baffled.
