Monitor full of glitches.

What could this be?
Is this a memory problem, or motherboard problem?
This happens 10 minutes after I turn on the PC.
It's important to see that I still can see the cursor. So it doesn't look like a graphic card problem (it's not a onboard one).

This is Windows 7.
 
Solution
Either the GPU is outputting garbled graphics or the monitor is having sync issues. Trying a different monitor would be the quickest way to confirm which end of the display cable the problem is on.

Is the cursor still showing up fine elsewhere on the screen? If so, that would definitely point towards a GPU issue: hardware cursor displays fine even when the frame buffer data is all messed up for some reason.
