Gaming PC build for under 800, or thoughts on steam machine

Hey guys, I've been wanting to switch over pc gaming for a while and I'm not a super hardcore gamer, I don't need to play games on ultra graphics to have fun. The main games I'm really gonna play are smite, dota 2, destiny(when its released on pc, if it is), Borderlands the pre sequel, Team fortress 2, source games, RPG's in general. It would be my first gaming pc, I'm kinda on a budget, and I'm not sure if I should do it or not, I want too, but I gotta get my first car also, but back on topic, I want something that doesn't overheat and make loud noises like my 360, I don't need anything too powerful, just good enough to run a game like destiny or borderlands on normal settings at hopefully 60 fps, also what are your guy's opinions on steam machines, mainly the cyberpowerpc steam machine, I still kinda like the console gaming feel, or couch gaming, so I have been really interested in those, please, any feedback is welcome, Thank you.

You dont need 8 cores for gaming. The best system for you is:
Windows 8.1
Amd fx-4300
am3+ mobo
Amd r7 240
Mantle api(free)
500Gb or 1tb hdd
Samsung odd's are pretty cheap
500w psu
8Gb 1600mhz ram
Pc controller
Bitfenix phantom or prodigy case
This should be a low power small build that will nicely plug into your tv and play most games low at atleast 30fps average
