fallout 3 lag problems

hello, i was wondering if anyone could help me with my lag problem. whenever i play fallout 3 i only get around 30-45 fps, which this is very strange considering my pc specs.
im running
r9 270x
fx 8320
8gb ram
i can max out bf4 and get a better fps then 30-45. i was hoping for a solution because i want to get some ENB mods for fallout 3 but i can't when im already getting a bad fps. thank you

Did you ever play it at a high framerate before? I mean, I don't want to sound like I'm hating on the FX-8320. I have a hard time believing it wouldn't run a game as old as FO3 at 60 fps. But Fallout 3 uses only 2 CPU cores, and being open world it uses them somewhat heavily. You *may* have a CPU bottleneck. Check what load your CPU cores are under during FO3. If 2 of them hit 95% or higher, you can be sure it's a CPU bottleneck. If not, you can probably rule that out.

i only get 60 fps inside building thats really it. i also would have a hard time believing someone if they told me this aswell :/ i just checked my my load for my cpu cores and they never went over 30%
