any richland ready motherboards that will not need a bios update at startup for 60$ or less please help me.

Almost any FM2+ board should be ready for the somewhat older Richland processors w/0 needing a BIOS update by now. Let me know the board and the APU/CPU in question.

Msi a78m-e35
Or a gigabyte Ga-f2a88xm
And cpu amd a4-6300

The MSI A78M-E35 supports the A4-6300 from the first BIOS version: http://us.msi.com/support/mb/A78ME35.html#support-cpu
The download file for the 1st BIOS is 7721vU0.zip. The U0 is the first BIOS for that board: http://us.msi.com/support/mb/A78ME35.html#support_download
(click on the 1st BIOS download and you'll see the file name is the same)

Likewise for the Gigabyte GA-F2A88XM; the A4-6300 is supported from the first BIOS version: http://www.gigabyte.com/support-downloads/cpu-support-popup.aspx?pid=4727
