Grounding Issues (?)

Every ten minutes or so, my microphone starts making this very loud and annoying humming/buzzing/static noise. When I listen to myself through my headset, only one side of the headset works. Is this a grounding issue with my desktop, or just a faulty headset? Here are my specs, if that help any. If it is a grounding issue, please leave some advice on how to fix it. I'm almost positive it is a grounding issue because a guitar amp plugged into the same power strip produces the same type of noise. The microphone noise almost sounds as if theres wind blowing into it, and stops as soon as I unplug it and plug it back in.
