The 290 you originally asked about is far and away better than a 750 Ti unless your brother is just trying to save money. When I recommended the Rosewill Hive, those XFX PSUs weren't on sale so you can change to one of them over the G2 if you don't have plans for Crossfire (doesn't seem like you do though). I also wouldn't recommend running an 8320 on a 970 chipset, those boards above are dated (actually AM3 and AM3+ are already dated) and use 4+1 power phase design. For an eight core Vishera, you should be running on a true 8+2 or 12 phase power design. Other than that, there isn't much to worry about.

Seems like the set up is trash then. When you have time, can you just revamp it to what suits you? The 290 is too expensive for his build I think.

Even though the 4460 is the newer Haswell Refresh of the 4570, it's still slower because they reduced the max turbo boost frequency of the processor. Otherwise it's the exact same cpu.
