PC Noob, Do I need to spend $90 on an OS?

I was curious since I constantly see builds not including an operating system, do you need one for a computer to function? In my mind this seems super obvious however I would really like to know for sure that you do or do not. Thanks!

Of course you need to shell out that money if you plan on running Windows. If you don't want to, try a Linux distro.
