CPU Spikes to 100% for 10 seconds tops, while fps drops as low as 5

Ok so just an overview of the issue: While trying to stream the games i play I will be getting great FPS until randomly the game spikes to under 10 fps and my CPU usage shoots to 100%, this will happen for about a solid 5-10 seconds until it returns to normal.I thought my local computer repair store fixed the problem by turning off "cool and quiet" in the bios, that only just made the problem happen less frequently. Now I know this same thing has popped up many times, but I have yet to find a solution in any of the threads I have came across.

Things I have done that experts have told me to do; all drivers updated, BIOs updated, temperatures checked, malware..anti-virus the whole shabang.

Computer specs http://pcpartpicker.com/p/gz8Gxr I believe this system should have no issues playing quality games while streaming, therefore I think I have either a CPU issue or motherboard. I am basically down to the point of figuring out which part I need to buy a new replacement :( 

One thing I think that should be noted is that my average CPU usage while streaming and gaming is at least 75% which is pretty high right?

Have you tried monitoring the temperatures for both your CPU and GPU? Do that and let me know what you come up with.

Remember amd has that overheating issue while intel is staying cool it could be your cpu cooler check that also keep one stream and keep computer case on the side open see if it helps

Well Im sorry i cant help :(  because it was my temps going high that made me lag but still once try to open your side case maybe just maybe

AMD has no "overheating issue". No more than Intel has. If you don't have a good cpu cooler or good airflow in your case and you have a vrm throttling issue it doesn't matter if your processor is Intel or AMD.

You could very well be experiencing throttling issues due to overheating VRM's on your EXTREME 4. It is known to have these issues with 8320's and 8350's even at stock speeds. Google it and you will come up with lots of horror stories.

Set the power profile to (Control Panel/hardware options/power options) to high performance instead of balanced, it could be the CPU throttling down and back up, causing a dip. Or it could be VRMs getting too hot and throttling the CPU down (which i heard is a problem with that motherboard).

Already have it to high performance, and honestly at this point I hope something is wrong with the hardware so I can just go and replace it... nothing better than knowing the solution than trial and error over and over haha

Ok so I think it might be the VRM's because that CPU and mobo definitely have a history, so are there anythings I can do besides buying another motherboard?

take off the side case panel, get a big a$$ fan and blow cool air onto the motherboard, or use a small 80mm directly hanging over the VRMs, this will add extra cooling and could possibly remedy the VRM throttling.

GIGABYTE GA-970A-UD3P, good and cheap mobo. You will have no throttling issue with it.

I think i might try a new MOBO, because with this build I feel like I should be more than able to overclock..if I am having to underclock, things are not right

I wouldn't worry. If you have an eBay account you could sell the Asrock for $65 to $75 easily.

well you have to decide in that case, slightly less frames on average but no dips? or a minimally higher average with significant dips?

If you don't have CPUID CPU-Z and Prime95 installed download and install them both. Launch CPU-Z and look at the Core Speed section. It will say 3.5 GHz if you disabled Cool & Quiet. Now launch Prime 95. This will stress your cpu. Let it run for a few minutes. While looking at the Core Speed section in CPU-Z you will see your core speed fluctuate. This will show you that you are getting thermal throttling. You may also see your core voltage fluctuate also in CPU-Z. A good board will hold rock steady and you would see no voltage fluctuation or core speed fluctuation.

Doesn't really work that way. He would have to clock his processor down way below its normal operating speed. You might as well throw it in the trash at that point. He should fix his problem.

Yeah honestly I am not wanting to limit the issue, I just spent nearly 1k on a what seemed to be "great" build, I am wanting to fix it completely

cr3ighton, I learned the hard way that without a good motherboard nothing else in your build will live up to its full potential. Never cheap out on psu and motherboard. A good reason is lots of times you can reuse them and just upgrade your cpu and gpu. You get the motherboard issue straightened out and you will have a really nice build that will serve you well.

Its not a bad idea to get it base clock speed but at potentially lower voltage. my PC runs usually at 1.275V (FX 8320 @ 4.0 ghz static), it does reduce overall heat and im not getting a performance hit either?
