Horrible download speed while upload and ping are fine (LAN)

Hi!

I have a 30 mbps download and 10 mbps upload cable with my ISP which was working fine until a few days ago. Two days ago, the download speed on one of my computers (Windows 8.1) started to go down to, let's say, 7 mbps. Right now, it's standing at 0.3 mbps. Upload is always near 10 mbps and ping is between 8 and 12. This computer is wired.

On every other computer (even while using Wifi), it's going at full speed, so it's definetely not the ISP.

I tried doing a full scan for viruses and malware, but nothing showed up. I did update my bios and my motherboard chipset drivers lately, but my download speed was fine... as least, as much as I can remember.

I swaped ethernet cables with another wired PC, but it didn't change anything.

I tried changing speed to half duplex insteand of full duplex (as recommanded elsewhere), but it did nothing.

What could be the cause(s) of this slowdown?

Well... For the third time, I tried to uninstall and install the LAN drivers and this time, it seems to work. I don't understand why, but it seems drivers might have been corrupted or anything like that.

It's back... However, I do get 4 mbps download and 10 mbps upload instead of 0.4 mbps... I wonder why it appears now? I mean, yesterday, everything was fine and I was able to watch Netflix just fine and there is nothing new on this PC. Every other PC (wired or wireless) is doing fine and gets up to 34 mbps.

- I tried with three other cables, and it's still as slow, so I guess it's not the problem.
- I deleted the old drivers, and installed new ones. Doesn't work.
- I disconnected both router and modem for 10 minutes. Didn't do anything good.

Anything else I should be aware of? Thanks
