My pc only boots up for 1 second then shuts off.

Hi ive been trying to fix this problem for a long time now and nothing is working for me. So first off one night i was playing on my pc then i started smelling smoke then i looked down and my psu poped and shut down my computer. The whole room was filled with smoke. Now when i tried turning it back on all it does is for a split second runs the fans and flashes the power lights and if i try pressing the power supply again nothing happends until i unplug the power cable and plug it back in then it does the same thing. I thought it was my psu becuase thats what was smoking so i got a new one and it was still doing the same thing. Now i once again thought it was my motherboard so i also rma the motherboard and it still does the same thing. I tried doing the ram trick where you only plug in 1 at a time but that didnt work. also i tried resetting the cmos battery and that didnt work i also reseated my cpu heatsink and that still didnt fix it. I really need help on this its been very frustrating. Thanx Pc Specs: Asrock 970 extreme3 r2.0, amd fx 6350, geforce gtx 570 directCuII edition, 6gb (2gbx3) 1333ghz, 1tb western digital harddrive black.

Do you hear any beeps or anything? If so, what is the patern, for example 2 long, 2 short, or 3-2-2?
Just to make things not an entire word wall...
Saw smoke (possibly out of the PSU)
Replaced PSU - no change
Replaced Mobo - no change
Single DIMM at a time - no change
Reseated CMOS Bat - no change
Reseated CPU heatsink - no change
Next steps, make it barebone (unplug everything except CPU (heatsink and fan)) See how long it stays powered on. Add one stick of RAM.
Continue adding until it doesn't stay powered on.

I'd say the CPU.
Just for the heck of it, pull the CPU. It should at least kick the fans on. If you still get no fans, I'd say maybe try another outlet? Maybe when that thing happened, it damaged the power strip? Maybe the MB is touching the case and causing a short?

Not a problem at all. This is now bugging me... I've never seen something like this happen even after the MB and PSU were replaced.

No the fans kick on for a split second no matter what I do even if there's no cpu and I breadboarded it and still does the same thing. Is it posible for my new psu of fried when I pluged it into my fried motherboard? Could this of happend? And I did try other outlets. Thanks

Anything is possible at the point.. I doubt it but it is possible.
Try to instead of using the case power switch, unplug it and use a screw driver to jump the two pins. As log as you use the correct two pins, you are not going to do damage. This simulates a button press (a short in the circuit). Maybe the button is shorting?
Did you look at the capacitors on the mobo? They are little silo battery looking things. If any are swollen or blown, you have a bad mobo.
When you turn it on (or attempt to) what does the PSU smell like? I've had them where they stunk if the failed.
If you have another computer/PSU just lying around with the correct connectors in the PSU, I'd see if you can swap them.
If all else fails, I'd take the mobo out or the case and out it on the static resistant plastic bad it came in (just to rule out a short with the case).

I've already done the screwdriver trick and still same thing and when I power up the pc the psu smells like normal I can't find any clues of what it could be! And all the capacitors look fine.
