Is this RAM pre-overclocked?

I am trying to buy the best RAM I can for my ENTHUSIAST rig which is obnoxiously overpowered for no reason other than pure pride and hobby. My rig is like a tough guy's mustang except I'm not tough unless you count fantasies where I beat people up and make Don Jon seem gentlemanly.

I read in quite a few posts that most RAM sticks being sold lately that are marketed as "at" or above 1866MHz are simply 1600MHz modules that are being sold pre-overclocked. ********************The problem is that I want to get high frequency RAM of 1866MHz to match my CPU's max memory limit (AMD FX 9590 Black Edition) however I was hoping to get REAAAAAAALY high frequency RAM then ****underclock**** it all so I could lower the cas latency a fair bit....or a whole lot haha.

FOR THOSE WHO SKIM: I want high bandwidth RAM underclocked for sake of lower CAS latencies. So in other words, I wanted to buy AMD Radeon R9 Gamer Series 2400MHz RAM (PC3-19200) and then underclock it to 1866MHz but then substantially lower the latency from CL 11-12-12-31 down to something like 7-8-7-27 or 8-9-8-28? But if that RAM is 1600MHz then the money is all wasted and I might as well overclock 1600MHz RAM instead! Right?

If I could do this then my RAM would smoke those other RAM modules at 2400MHz without even overclocking at all since AMD processors are well known for greatly benefitting from both higher frequency RAM that are running at lower latency due to APU architecture eating up RAM from GPU loads. Since I'm a heavy gamer and modder and photo editor, you can bank on me devouring 16GB RAM and making my Radeon R9 290 sweat a bit.

I have a truly impressive enthusiast rig so the weakest link will easily be spotted by my OCD eye and then it will make the vein in my temple throb with indignity and THEN MURDER THE RAM!! DIEEEEEEEEEEEEE!

However, if you haven't already bought the FX-9590, I don't recommend it. It's just an overclocked FX-8320, and it still loses in most games to both the upper end of i5s and i7s.

The RAM looks great but is not compatible with AMD cpu's
