R9 280X won't boot - no video

Hi guys, I'm new here, I've searched for hours for a solution to my problem but none of other topics seem to be similar. I've just built my first, new PC and I've encountered a problem with a graphic card. Everything seem to be working just fine, I get the short beep after pushing power, all fans are working, sounds like a healthy pc, but with a GPU inserted i get no video. I tried both pci slots (8 and 16), fans are working looks fine but no video (I'm plugging it with a hdmi cable to the TV). When I uninstall the GPU and connect hdmi to the mobo everything works fine and I get the video I can enter bios etc. My question is what may be a solution to this problem, I have to mention it's a fresh build so there's no windows. I was thinking about using the CPU graphics and install Windows then install drivers to my mobo gpu and so on, will it help ?

mobo: Gigabyte Z97X SLI
CPU: Intel i5 4960k
GPU: MSi Radeon R9 280X
PSU: Seasonic 650RT (650W)
CPU Cooler: Raijintek Ereboss
Mem: GSkill RipjawsX 2x4gb 1600 cl7
HDD: WD Blue 1TB

Please bare it in mind that I'm a bit of a newbie so please be patient :)

Hi,

When I connect my pc to the tv I get no feed as well I have to use a pc monitor connected to the dvi port once windows is loaded and I can put the drivers for the gpu in all works well. So install your O.S. and then the drivers and then try the hdmi port.
