Can I run Watch dogs and upcoming games smoothly on high graphics by using ati radeon r7 250 1gb ddr5?

I am planning to buy a new graphics card and i shortlisted radeon hd 7770 and r7 250.
Can I run watch dogs, theif, and other upcoming games smoothly on my pc by using this graphics card? I want to buy 1 of these cards asap. I need your suggestions guys! Which card should I buy for gaming?

Btw.. Here's my pc specs:

Amd phenom xii 555 BE processer 3.2 ghz
Transcend 2x4gb ddr3 ram (soon i would upgrade it to 6gb so consider it as 6gb)
Ati radeon hd 4250 graphics (i know it is very much old but it is inbuilt graphics)
500gb hdd
Intex lpe223-400 400w psu


What should I do.. I need help guys .. I would be so thankful! I am very much desperate to play upcoming games!

Watch dogs is crippled specifically on amd gpus due to some nvidia only features. So even my R9 290 struggles at times. Generally a R9 270x or gtx 750ti are good

Okay.. But which graphis card would be better? What i need to do to play it on high settings?
I also saw some gameplay videos of watch dogs running on dual core and 4gb ram pc and with mid range graphics card and it was working well enough....

Well... That's bad to listen though bu i hope there are more upcoming games which would be better than watch dogs and would not be coming with physx. I am waiting for Ryse: Son of rome to come on pc and I hope that it would not come with physx so that AMD users would not be gettin troubled to play that game. Thanks for your help guys! :)
