I can't really tell with other gpu if it is good or not but if you think a non nvidia gpu would be good please tell me in specifics what it would be able to run. Don't worry about the OS or monitor, those are separate. So help with this would be awesome. This would be my first build.

Solution
Asus M5A97 R2.0 ATX AM3+ Motherboard
Kingston HyperX 8GB (2 x 4GB) DDR3-1600 Memory
AMD FX-6300 3.5GHz 6-Core Processor
Gigabyte GeForce GTX 660 2GB Video Card
Corsair CX500
+a better than generic case
(+some hdd and/or ssd if needed)
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
if this costs too much you could use nvidia GTX650ti boost
if it's still too much you could use just 4gb ram and upgrade later to 8gb
if it's still too much .... well shiit.
future upgrades : aftermarket cpu cooler something in $30-40 range
SSD?
For that price range I have to recommend amd, they have similar and better performance than their nvidia counterparts for a fraction of the cost. Some good ones are the r9 270x @ $180, r9 270 @ $160, r7 265 @ $150. I would lean towards the r9's because they use the more current Hawaii architecture and will be more future-proof. If you could boost that budget to ~600 that would be optimal, because then everything else wouldn't have to be really cheap. This > http://pcpartpicker.com/p/Y6LMMp is a good build for about that range. It could be cheaper with 4 gb of ram, cheaper mobo (dont reccomend downgrading this), no cpu cooler, or going down a grade on the graphics card. Happy Building :)
1, AMD drivers are kinda bad
2, Their cards run hotter and louder than their nVidia counterparts
3, Look at this: nVidia has been making GPUs only and AMD has been making all sorts of things.
1: Mantle is great, but for games that dont use it amd is still good
2: This is associated with amd, but the r9 architecture is actually cooler than many nvidia cards, especially from a brand like sapphire
3: http://www.gamestop.com/android/tablets/nvidia-shield-tablet-wifi/115697?cid=fds_10000001&ci_src=17588969&ci_sku=102526&gclid=Cj0KEQjw7IWgBRCjv8Cv4vfC3ckBEiQAE7nvR-2qU6F8afp2gtXPcTRQd39DV2yS3eHZu7XeoCZxbLUaAgqr8P8HAQ - GPU's only?
OK, they might have been working on a tablet recently:)
Of course, Sapphire has Dual-X, Tri-X, Toxic, etc, but Asus has DirectCU II, EVGA has ACX, etc.
The new Maxwell cards will be even cooler and quieter than the R9 series.
The trouble is that we don't know how much maxwell will empty our wallets, for now I think that amd is the best bang for the buck. But hey, whatever floats your boat and fits your budget beats all.
