no video, bootloop, cpu fan keeps going bonkers!

I've been searching for nearly a month, but I've not found my problem anywhere, so I'm asking my question finally. My PC (Dell Studio XPS 7100, AMD Phenom II X6, 6GB RAM, ATI Radeon HD 5450, 1TB HDD) is extremely erratic. The issues are:
1. No video. I assumed graphic card error, removed it, used DVI port on MoBo, works fine.
2. Took it to a friend's place, plugged graphic card back in, worked absolutely fine. So I'm stumped.
3. Dell technician came, tried to launch diagnostics from Boot, but nothing happened. He concluded that it's a MoBo issue. But at friend's place, the diagnostics ran just fine!
4. When CPU processing exceeds 25 to 28% (games, viz, Splinter Cell Blacklist, Max Payne 3, ACIV, etc), the fan suddenly starts whirring EXTREMELY fast, along with a LOUD high pitched noise. Cleaned entire heatsink, checked CPU, grease, bridges, etc, doesn't look like overheating issue!
5. Recently, a new problem's come up. PC keeps restarting constantly, within 20 to 40 seconds, sometimes from desktop, sometimes even during startup. Removed graphic card, using DVI port, hasn't restarted yet (just over an hour now).
I've searched everywhere, and the only reason I can come up with is that the PSU is faulty. But does that explain why it's working fine now, with the graphic card unplugged?
I'm without a functioning PC for more than a month now, and it's awfully frustrating, especially since I can't pinpoint the problem. It would be really helpful if someone could take the time out to point me in the right direction...!

Ok, I've used the graphics card in another pc, worked fine. Now the main problem is that the pc is restarting constantly. The forums tell me it is a CPU overheating issue, so I checked with Core Temp, CPU Thermometer and Open Hardware Monitor. The max temp is 62.5C, while I was running Splinter Cell Blacklist. Google told me for a Phenom II X6 1045T processor, anything below 70C is good, so I don't know what's going on. Can anyone help, please?
