So yeah, i'm gonna build a new pc soon and i am less on budget ( about $450)
and i'm not sure about the cpu and the gpu that i selected
And the usage of the pc is all sort of things like multi-tasking, video editing, animating, basic gaming such as LoL, gmod, minecraft

Here's the parts :
Intel Pentium g2030
Nvidia geforce gt 630 2gb ddr3 or
Amd r7 240 2gb ddr3

Also please don't comment things like spend more for more performance cause this is my solid budget for the time being right now, i just want if its good or not, or recommendations like "there is a cpu same price as that but better"

Solution

R7 240 is better than GTX 750 Ti? If you say so, then please provide a proof of atleast 1 field in which 240 leaps ahead of 750 Ti. And what's wrong with doing a BIOS update? You'll downgrade performance just to avoid BIOS update? Not understood.
