Solution
you R very welcome man, at first you raise the budget to 800$ and U have made it overclock-able so that it will cost more and my opinions will be :
1. CPU - Good
2. Mobo - Good
3. RAM - Bad - because it have a very low frequency it will be never stable at overclocking
4. Storage - Good
5. VGA - Fine but at the little expensive price you can get R9 280X or GTX 770 and it's much better
6. Case - so so - you can get a better one with same price
7. PSU - same answer 6 + you need more power for OC

and you can not OC before you get a pro cooler - "important"

*side note : Overclocking will not affect the game performance .

I'll make these changes to your new Build by last 7 points and at 800$ and I'll put a better Build at gaming after...

Would 450W be enough for that video card AND blue led speakers, keyboard, headphones, mouse, case illumination?

Another questions, which of these two builds will give me a better experience? Both speed of the computer, sound possibly, and FPS in game?

I do not recommend First build because of the i5 is better at gaming and possibility of upgrading otherwise u do not need to OC in games to get better performance so you will buy a pro cooler for no performance more in gaming !!! why !?

Second build is pretty good but it's more than 770$ and you said that u wanna 700$ pc and another thing , the PSU isn't enough for GPU U need a higher one at last U will need to update BIOS too.

Third build is the best but for nothing ! you don't need to bay 300$ more to get a little performance more I know that 770 is the best card in whole builds but you do not need to i7 in gaming except that you will use the pc in designing or rendering .
at all I'll make one more build just for you and it will be at middle for all builds and at a excellent price but more than 700$ OK?
