No display screen

Hey guys, this is my first time building a pc on my own. Some of the parts are a little old but as far as I know they are all functional. I'm having a major problem though and need help ASAP. I am getting the "no signal" message when I power up my pc.

Spec:
Gigabyte motherboard: P55M-UD2
Graphic card: Diamond Radeon HD 4650
Power supply: Corsair CX600M
SSD Kingston 120GB
RAM: Crucial Ballistix Tracer

I have tested the RAM each stick and each slot as well. I've checked the connections as well. I've tested the monitor as well and the monitor works just fine. Could the graphics card be bad? Even the the fan on it turns on as well. Could the motherboard be short and if so how could I tell. I see the phase lights on the mobo and it stays on phase 1. I also do not hear the beep sound to confirm it's a go and ready to boot. Can some one help me ASAP. Any suggestion on if the graphics card is compatible with the mobo?
