Parts Recommendations for a budget build?

My 13 year old brother is a bit of a minor gaming type, and is currently struggling on a crappy prebuilt HP with on board video. Me and my parents were going to pitch in and get him something of an upgrade so my mother can use that desktop. Budget is sitting around $250 preferred maybe? We do not need hard drives and DVD drives, we have plenty of those; so ram/case/mobo/CPU/PSU. Would he be better off going with an Intel chip (like a Pentium or something) and using a crappy video card, or going with an AMD APU and dumping as much as we can into the ram?

Probably better off with the APU, especially since it means you can get a lower end PSU and actually afford this thing :)

Lastly i just want to mention that getting a decent gaming rig for $250 is going to be one hell of a challenge.
PSU comes in at roughly $40, Mobo is $49.99 , APU is the real killer at $169.

I would advise you to either get an APU or go down a cheap dual core route, it all depends,
What exactly do you want it to run?

The reason I can justify the low budget is because he's 13 and extensively plays league of legends and Minecraft, with the occasional other thing here and there. He doesn't need much, and everything could be a huge improvement to the frustratingly slow system he has. That said, yeah, we'll probably go with an apu.
