Solution
Let's do some basics:

Did you install all Windows Updates? Including OPTIONAL except BING? Check them and repeat till ALL are installed.

Download and run Slim Drivers, install all the latest updates but you don't need to reboot until you do the last update

Download Malwarebytes do a full system scan (AV doesn't pick up alot of malware) - this resolved almost ALL other similiar posts to date as most had Malware the AV didn't pick up.

Remove whatever AV your using and go to www.filehippo.com and download AVIRA, AVG, Comodo or Panda and do a full system scan - this repeatedly has resolved alot of people issue relying on MS Essentials.
Repeat the AV/Malware scans till the system comes up clean.

Download and run SPECCY, copy and paste the first tab to show your idle temps
Download and run MSI Afterburner, run some of the games that run poor, what temps are you getting when underload?
With MSI Afterburner Do you see anything funny that the CPU or other parts are maxing out (we are testing here not trying to WIN at the games, so if your screen is filled with readouts then just deal as we are just observing).
Do you see this 'FPS' problem when in SOLO MODE? Only when Multiplayer?
Check all the games you listed, and provide if there they ALL or just SOME are having this issue?

Open Computer, Can Air dust out the bunnies and use paint brush on the vents, coolers, fans, etc.

Go through and provide a response on each point, don't SKIP IT because "I ALREADY DID IT" , just try doing it again as of THIS post so we know NOW what is happening as compared to BEFORE you posted.

Based on this you have two choices. A methodical lengthy tedious approach to determining the problem that will take alot of time and you will need to have some basic computer skills OR..... Just bring it back to the store.

I dont know if this has been answered or suggested but based on my own experience
1. Ditch windows 8 and use 7 pro
2. Buy a kingston hyperx ssd 120gb for your main system drive and temp files
Second drives i use a sshd seagate for large scale storage
With the option of using a further 32 gb msata to boost its cache

When shopping for ssd watch the read write speeds some cheaper ones can have reas write rates at 200 mb hyper x is 550 mb/s

You could try removing heavy resource hogs that you do not need , turn off aero in the mean time

OP: OKAY first CALM DOWN and stop with the ><:{}{>: !!!! stuff, we are adults and we speak adult English.

Second, your initial post says your FPS was low, but you didn't indicate you had a 'measuring stick'. Now we provided the 'stick' (MSI) and now your saying everything IS OKAY. IF SO then this thread is closed and you should pick the solution, as it seems you just were 'not informed' correctly on what was happening in game.

Your saying your 'Maxing' out the card, well again we didn't "do" anything to clean it up (you didn't say the results of the Malwarebytes, and some other things) NOR are you saying 'what' game your on 'Ultra' and also is it Single Player or MultiPlayer (see my questions on this before just don't answer here) and what 'differences' you see?

FYI as you appear a 'noob', turn off V-Sync, as this will force the GPU to 'throttle back' the FPS to match your screen (didn't even tell us what your LCD/Screen/multiplescreen??? is).

i download GPU-Z
for the max :
for the avg :

Actually that is WRONG advice. Numerous independent tests show that Windows 8.1 Update ( you can't have Windows 8 nor 8.1 because they are NOT supported nor updated per Microsoft) performs BETTER then Windows 7, due to new optimization and coding that is EXCLUSIVE to Windows 8.1 Update. Simple Google Windows 7 VS Windows 8 Gaming Performance and stick to the reputable (aka not Forum / Blog opinion) will provide the FACTS independently tested.

For myself I am sticking to W7, because I like Windows Easy Transfer, don't wish all my data on the Microsoft LIVE! Account servers, and really see no other benefit W8 will perform on my legacy Alienware M17x-R2. I considered moving to it if we replace my kid's netbook I put W8 on, which works real nice for such a low end hardware, and my Lenovo Thinkpad2 Tablet works REAL NICE with the touch screen for that use (I use it like a Kindle and have a bluetooth keyboard for othertimes when I need to type); but otherwise I don't 'need' to use it.

First off what game are you playing , Battle Field3?
What resolution
How many monitors
Generally speaking u need at least 2 gb per screen to play at high res pref3.0Gb

Also in your original post you said its a radeon 7900 but above lists an r9 assuming its a straight rebrand u should be fine

Also check the enduro settings to make sure that the game is not defaulting back to the intel hd chip which would make it suck it may be possible to tweak the settings to force the r9 use over the integrated

I stand corrected. However i was referring to the fact that i have heard the opinions that if you are serious about using your pc or laptop for more than the basic games then 7 would be a professionals choice.

Personally i think its a shames there is no dx11 support for xp or i would still be using that

And i really dislike touch screen interface of 8

1) keep RERUNNING and REBOOTING the Malware and AV scans till you come up completely clean. Considering how bad it was it be BEST ---NOT--- do the QUICK SCAN but a FULL SCAN each time (Malwarebytes it is called CUSTOM, and you select each letter drive to FULL SCAN). When your CLEAN 100% after a scan, then

2) How much space left on each drive?
3) Look up BF4 CPU Intel Unthrottling I think it is. Intel by design has the processes spread across the CPUs, but does it in a way to keep programs sometimes STACKED up on one CPU (this case 'CPU 2') and doesn't 'pawn off' the load to the others. This is to prevent 'locking all the CPUs' to one or two programs, but unfortunately causes such impacts as you see anyway. So this trick tells the CPUs to NOT do this.
4) Don't use such a shoddy display setting, put it at 1080P, 1920x1080. Using a lower resolution but putting it on ULTRA settings impacts performance. If your trying to 'diagnose' the issue, reduce the SETTING first before touching resolution, but in your case you should be 1080P all the time.
5) What exact settings are you using PER game. This is specific.
6) You need to test EACH GAME INDIVIDUALLY in both SP and MP modes, then note down what your getting for FPS, GPU CPU Temps, % usage on the CPUs as compared to GPU and so on when you have a 'great time' and 'when ti sucks' based on those 'settings' you listed above. We basically needs some measurements of what IS happening no tjust how you 'feel' about it.

i maybe found the problem
yestrday was playing bf3 in 8gb ram everything was great even the whole pc !
today i used bf3 in 16 gb ram the fps was 1 !! and the gpu was max!
it could be it ?

Okay seriously something isn't right here.
First, how many RAM sticks do you have on the Mobo?
Are you disabling (in BIOS) or actually removing the 8GB of RAM from the Mobo?
How are the sticks arranged (see your Mobo on PAIRING). If you had two 8GB sticks for example, you should have them in the SAME COLOR slots, like slots 1 and 3 or 2 and 4 (all depends on the Mobo), NOT Next to each other (1 and 2,or 3 and 4)
Make sure in BIOS to DISABLE ONBOARD VIDEO, and that it is SELECTED to USE PCIx not IGP as the default video.

AND I NOTICE THAT THE DISK USAGE IN THE TASK MANGER IS 99% WHEN I START THE PC !
THE HIGHEST TWO IS THE SYSTEM AND AVIRA
