First the PSU question:
Is this enough PSU to run an FX-8350 and R9-290X? http://www.newegg.com/Product/Product.aspx?Item=N82E168...

The Motherboard question:
This motherboard: http://www.gigabyte.com/products/product-page.aspx?pid=...
is listed in its specs as only having a HT speed of 2200 MHz (4400 MT/s). Yet it uses the AMD 760G chipset which always has a 2600 MHz HT speed for 5200 MT/s. Which to believe?

That PSU is cutting it a little close in my opinion. But there is a killer sale going on right now on this XFX 650 watt for only $50.

And that motherboard is not horrible, but you could get a much nicer one for similar money.
