The better question is, is it worth the risk of getting the new power supply just to have to wait again for the new 750ti to come in from RMA?

You won't need a new power supply. The GTX 750 Ti will run fine on a 300W in an HP PC that new. I'd recommend getting one that does not need a six pin connector. The PNY I have doesn't need one - gets all its power from the PCI-E slot. The power limit on those cards is only 38.5w so they don't need much to run.
