There is no such laptop with model number F3607gw, it's a mobile broadband card: http://www.ebay.co.uk/itm/like/231010399848?limghlpsr=true&hlpv=2&ops=true&viphx=1&hlpht=true&lpid=108&device=c&adtype=pla&crdt=0&ff3=1&ff11=ICEP3.0.0&ff12=67&ff13=80&ff14=108

"Video memory" is what the graphics chip uses to display stuff on the laptop screen. You may be able to increase the amount VRAM by "sharing" some of the system memory with the graphics chip. You do that in BIOS Setup, but even that may not help since laptop graphics hardware usually doesn't have the required features and specifications for playing modern games -- the amount of available VRAM is only one of the many GPU requirements for gameplay.

The exception is if the laptop has a discrete graphics card with dedicated VRAM which can take over the workload from the less capable, integrated GPU when required. I don't know if your Toshiba laptop has a discrete card since you posted the wrong model number.

Since the video is integrated, maybe the only way to increase video memory is to increase the system RAM, I have 6 GB in my Toshiba p755 and can run skyrim, etc at medium settings... with the thing sitting on a howling cooling fan... ;)
