win7 64bit - need a file metadata utility

in WIn 7 64bit, you can add comments to folders, but not to other files (properties dialog doesn't display a comment attribute).

I found out about HobsFolders, but that works only on 32bit systems.

Does anyone know of a simple shell utility or some such, that allows me to put comments on any file? I imagine it should be possible to utilize the desktop.ini file or some other metadata source file, and I'm somehow convinced that some programmer has cooked up an extension for this - I've spent 20 mins so far googling, but no luck yet.

any pointers much appreciated.

I found a program called File Metadata by a person named Dijji, on codeplex.com - but, alas, it only displays file data, the data is not editable.

I suppose this is due to windows not implementing metadata support outside of file types that have it built in (like MS Office docs). So I guess I'm still looking for an app that has some kind of database to track all file comments.

Sigh...
