PC will not post. Fans spin for half a second and then turn off, then on.

About two weeks ago my old pc started shutting off, then it wouldn't boot up at all so I decided that I'd do an upgrade and sell the old parts that tested working on eBay.

Now with my new ps, mb, cpu and ram it's doing the same thing. I have the parts testing outside the case one part at a time and it also turns on for a second, then off, then on........., it's driving me crazy! I'm at a lose, how can both the new and old have the same issue, the only part I carried forward was the CM EVO 212.

on anti static plastic like a GPU anti static bag? ...that may have killed your parts.
its fine to put components into the bag like a mobo and a gpu (the way they come packaged) but the outside of the bag has the opposite effect just lay your mobo with all components installed ontop of the box the mobo came in but it may be too late :( especially since you ran power through the parts when they were ontop of the plastic/bag you may have shorted something out

My first attempt was everything in the case and I had the same problem so I don't think the anti static bag killed it but thanks for the heads up.

Could it be the CM Evo 212 causing the problem though I feel I have it installed correctly.

I may have to take it into a repair shop, this has me losing sleep because it happened on the previous build and now the new one.

the only other things I can think of is: Did you apply the thermal paste correctly? and did you place the CPU in the socket correctly?
-and maybe are the socket-pinns damaged?

or something completely diferent, is you PSU powerfull enough for your parts? and which make/model is it exactly?

Grain of rice spread evenly across chip and it is in correctly. The psu is a Corsair cm 650w with ga-z87x-ud5h and i7 4790k.

Could the wall plug in the basement be killing the MB or could the cooler be defective even though the fan turns.

I'm outside parging a brick wall but later today I will put the stock fan on the CPU, there's not much else I think I can do.

the cooler, EVO 212 shouldn´t be causing heat problems even if the fan wasn´t running because it should have enough passive cooling capacity to atleast let the PC boot afterall its just a heatsink :)

BUT... your Mainboard is Z87!
I will try to research this but your motherboard does not officially support the i7 4790k CPU
this processor is meant for Z97 type Boards.
Some Z87 Boards however are compatible with a bios update, but only some

Update: So yes I think this is your Problem. I have found a couple websites now saying that this Board will not even post with the wrong CPU (type ie. Z97/Devils Canyon) installed. So either you flash the BIOS with a USB stick (which I´ve never done so I can´t help) or you get your hands on a CPU that is made for Z87, update the BIOS and plug in your 4790k

yes, but do you have the F9 BIOS version? I would guess that your board is still on the F7 BIOS (for 4770 etc)

hard to tell did you reuse any parts from that PC? it´s not 100% clear in the OP.
-that might have been age, dirt -> overheat, bad PSU allot of stuff this is just the wrong BIOS and it has the same symptoms

All new parts were used, tomorrow I will check everything and redo the CPU cooler.

If I have to return to newegg I guess everything should go back because I'm not sure what is causing it to not post.

I´m putting my money on the BIOS do you have a friend with a 4770(k) or a other Haswell CPU, would be some work but you could put that CPU in see if it boots and get a BIOS update

Unfortunately I don"t but I connot believe that gigabyte can sell this board stating it works with the 4790k. So if I have the wrong bios the computer will not even post? I thought you can still get to the boos and flash it with the F9.

yes you can do that too, but I have never flashed a BIOS from a usb stick so I have no Idea how to do it sorry

Turned out the BIOS needed to be updated with a HASWELL chip, the i7 4690k would not do perform this function and I could not find one to borrow. I sent it back to GIGABYTE and they did the update and everything works great now.
