Graphic card not displaying after power surge

Hello, i've just came across this forum after a google search and i'm really in rather of a pickle

I changed a fuse in a lamp, plugged it back in, switched the lamp on and the bulb blew, the tv turned off and back on, and my pc lost power for about 1-2 seconds, and since then i can't get a display from the graphics card

nvidia 660ti

The fans are running although extremely fast on the card

im currently plugged in via the motherboards integrated graphic chip

is my card fried? just don't understand, any help would be greatly appreciated, i need this pc for work

I've tried clearing the cmos and the jumper, and tried with no ram and just 1 stick of ram,
i've tried using hdmi connections and dvi on a different screen to no avail
device manager doesn't have any display adapters, and i can't install nvidia drivers due to 'no nvidia hardware is detected'

an update, I bought a cheap radeon 5450 and installed it (it doesn't need the pcie psu connectors but it's booted up

yet the 660ti is not booting, so thr pcie port is working

im guessing either the psu cant power the big 660 or the 660 is fried?
