I have a black border around my display. However, when I go to CCC I get a message advising that "There are currently no settings that can be configured using Catalyst Control Centre.

I am using ATI Radeon HD5450, and am running Windows 7 (64). The system was ok but when I received a warning that the graphics driver for the HD5450 was not working I uninstalled it and re loaded it.

The display is an HP x2301 23 inch flat screen.

Right-click on your desktop, click Screen Resolution, and set the resolution to max.
