Computer dead, unable to boot with weird lines

Hi guys, I'm new here, so sorry if this was posted in the wrong section.

A couple months ago my computer wouldn't boot after getting turned off for the night. It turns itself on, and the first thing I see is several green lines on the screen (The lines aren't complete, but looks like this: - -- ------ ------ in sections downwards, creating 4-5 semi-complete lines) on a black screen. Then it loads up Amerian Megatrends bios screen and says that only 4 drivers are found after an info screen where the text is like: n% $r!/£r? w£r£ f%#+$
Then it tries to boot windows 7, but halts on a black screen after the BIOS screen with a white line (Like in CMD) stuck flashing.
Personally, I suspect a power surge has fried something, like a capasitor on the motherboard, but I'm unsure.
Any help would be greatly apperciated, as this has frustrated me for months now

16GB DDR3 RAM
Nvidia 8800GTS
Cooler Master 750W PSU

Free can you bot to the repair partition or safe mode? I'd try doing that first and see what happens. it's different with every company, but usually ESC, F!, F10, F8, F10, or F11 will get you in. Sometimes it's delete. Usually you have to press it after the bios loads. This should allow you to do a repair install from the recovery partition of windows. If that doesn't work it is probably a physical issue with something in the system. If it can make post, it's more likely a video card or the OS but not always. I'd start with a windows repair though and see if you can get anywhere.

I am sometimes able to enter the BIOS setup, but at the moment it doesn't recognize the keyboard, thus making me unable to enter anything.
Although I have earlier tried using the recovery portion several times, but to no success. And when it comes to the GPU, I have a secondary desktop, and it starts up without any problems (The rig is completely different, and with Ubuntu, but the GPU works), so I doubt that it's the GPU's fault. And taking in consideration that the lines are on the screen when even the BIOS loads, I highly doubt it's all the OS's fault.
And no, I can't boot Windows at all, so that's kinda hard :/
And when it comes to a physical issue, then that's what I'm suspecting, although I can't see any problems with any of the capacitors or components
